2014年德清科技新城“英溪人才计划”申报公告

2014年，德清科技新城将继续大力实施“英溪人才计划”，着力在科创研发、电子信息、文化创意、总部经济等新兴产业领域，引进一批带项目、带技术、带资金的海外高层次人才及其团队，计划用5年时间引进100个海外高层次人才团队，以人才带项目，以项目集聚人才，加快打造县城“人才特区，”助推全县产业结构优化和升级。

欢迎各位海外高层次人才积极申报“英溪人才计划”，有关事项公告如下：

一、申报条件

1、一般应在海外取得学士学位及以上学位，工作不少于2年。

2、拥有技术研发、经营管理、市场研发等人员组成的创业团队。

3、拥有自主知识产权或发明专利，或带有成熟的创业项目与计划，且其技术成果处于国际先进或国内领先水平。

4、创业项目符合德清科技新城产业定位，有较好的市场前景并能进行产业化生产。

5、为拟办企业主要创办人，注册资本不少于100万元，领军人才本人股权一般不低于30%。

特别优秀的，采用“一事一议”方式，在知识产权等方面可适当放宽条件(说明理由)。

二、项目评审

1、项目申报后，3个工作日内完成形式审查，10个工作日内完成项目综合评审。

2、项目综合评审由德清科技新城“英溪人才计划”审查委员会组织实施，根据项目性质，每个项目组织5-7名成员，以现场陈述和答辩的形式开展。评审结果分为A类、B类、C类三个等级。

三、政策兑现

1、通过综合评审的，可享用100平方米左右的免租办公用房和德清科技新城人才公寓，免租时间为注册落户后三年。

2、可享有德清科技新城创业种子资金扶持，其中，A类项目30万，B类项目20万，C类项目10万。

3、入选项目可享受德清科技新城“人才特区”税收奖励和购房优惠等方面政策。

4、德清科技新城优先推荐符合条件的“英溪人才计划”项目申报湖州市“南太湖精英计划”创业项目评审。

四、申报要求

申报材料包括申请书(见附件)及证明材料。其中，证明材料包括：

⑴学历学位证书复印件;

⑵身份证或护照复印件;

⑶工作经历任职的证明资料;

⑷主要成果(代表性论著、专利证书、产品证书)复印件或证明材料;

⑸奖励证书复印件;

⑹创业计划书或已在他地创办企业的证明材料(营业执照复印件、股权构成材料、创业计划书、经第三方审计的上年度财务报表<资产负债表、损益表、现金流量表>);

申报材料要求A4纸双面打印或复印，封面为白皮黑字，合并装订，并按照项目方案顺序编写页码和目录。报送材料时，需要报送纸质申报材料2份和电子文档，电子文档内容应与纸质材料一致。
