2013年张家港市领军人才计划(海外人才专场)申报公告

各位海外高层次人才：

为深入实施人才强市战略，进一步加大引进海外高层次人才的引进力度，根据《关于加快引进领军型创业人才的实施意见(试行)》(张委发〔2009〕34号)文件精神，现决定于2013年3月举行张家港市领军人才项目评审会(海外人才专场)。本次评审将针对海外人才回国创业的实际情况，采取先申报后落户的工作流程。具体申报事项如下：

一、申报条件

1.申报人已取得硕士以上学位;

2.申报人目前在海外工作或学习，尚未在国内从事全职或兼职工作;

3.申报人掌握申报项目的核心技术，拥有项目专利的所有权或使用权。

二、申报评审程序及时间节点

1.材料申报，2月4日截止

申报人填写《2013年度张家港市领军人才创业项目计划书(海外人才版)》(见附件)，于截止日期前发送至sp@haijiaonet.com。

2.项目网评，2月7日-2月20日

申报材料完整，符合申报条件的项目将进入网评程序。

3.发放面试评审会通知，2月23日之前

向通过首轮项目网评的申报人发出参加面试评审会的邀请通知。

4.面试评审会，3月9日

受邀参加面试评审会的申报人凭机票等证明可获定额差旅费补助，具体标准为：欧美地区11000元;亚洲、澳洲地区4000元;国内江浙沪地区500元，国内其他地区1500元，按照人民币结算。

5.结果公布，3月20日之前

结果公布以后，获得张家港市领军人才资格的申报人选择张家港市创业载体，注册落户后按规定享受相关资助政策。

三、扶持政策

1.项目资助

(1)重点推荐项目：给予200万元(特别优秀的300万元)创业启动资金;提供不少于150平方米的工作场所和100平方米左右的住房，三年内免收租金;根据项目投资需求，政府投资公司给予不少于创业企业注册资本30%的创业(风险)投资。

(2)优先推荐项目：给予100万元创业启动资金;提供不少于150平方米的工作场所和100平方米左右的住房，三年内免收租金;根据项目投资需求，政府投资公司给予不少于创业企业注册资本20%的创业(风险)投资。

(3)一般推荐项目：给予60万元创业启动资金。提供不少于100平方米的工作场所和100平方米左右的住房，三年内免收租金;根据项目投资需求，政府投资公司给予不少于创业企业注册资本15%的创业(风险)投资。

2.投融资扶持

政府设立5000万元的领军型创业人才团队项目贷款专项担保基金，贷款担保额度按8倍比例放大。

3.贴息贷款

政府财政对领军型创业人才企业的项目贷款给予50%的贷款贴息。
