第二届石家庄“海石杯”高层次人才创新创业大赛亚洲赛区报名通知
石家庄“海石杯”高层次人才创新创业大赛是由市委、市政府主办，是我市面向海内外举办的第二届高层次人才创新创业大赛，重点为进一步推动石家庄五大产业发展实现新跃升，努力集聚一批海内外高层次人才和创新创业团队，引进一批石家庄重点产业发展急需的原创性、独创性、引领性高科技项目，为加快建设现代化、国际化美丽省会城市提供人才智力支持。本次大赛共设置5个赛区，其中亚洲赛区由市侨联承办，同道猎聘集团协办。
一、四大赛道
新一代电子信息、生物医药、先进装备制造、现代食品
二、报名条件
1. 对参赛人或团队领衔人年龄、学历不做硬性要求，在目标参赛领域拥有成熟的创业项目和商业计划，技术成果国际国内领先，符合石家庄市产业发展方向，拥有较好市场前景并能实施产业化。
2. 参赛人应具有在石家庄创业意愿，大赛报名阶段参赛项目尚未在石家庄落地，赛后计划在石家庄注册成立公司或与相关业达成合作。
3. 参赛项目的产品、技术及相关专利归属参赛人员，具有一定的创新性和商业化、市场化潜力，与其他任何企业、团体、个人无产权纠纷，参赛人员无科研失信记录。
4. 报名亚洲赛区项目的人才核心团队须由外籍或在海外学习 (工作) 人员组成(含港澳台)。
5. 曾获得首届石家庄“海石杯”高层次人才创新创业大赛决赛一、二、三等奖的项目不得重复参加本届大赛。
核心团队须由外籍或在海外学习(工作) 人员组成，参赛人应具有在石家庄创业意愿、尚未在石家庄注册的海外参赛人；拥有产品、技术相关的自主知识产权或关键技术；具备较强的创新性和商业化潜力。
三、奖项设置
1.预赛
亚洲赛区设一等奖4名、二等奖8名、三等奖12名，美洲赛区共24个奖项。奖项设置及奖金如下：
一等奖，奖金人民币4万元/名（证书）；
二等奖，奖金人民币2万元/名（证书）；
三等奖，奖金人民币1万元/名（证书）；
决赛入围奖4名（证书）。
2.决赛
全球决赛设一等奖1名、二等奖3名、三等奖5名，共9个奖项。奖项设置及奖金如下：
一等奖，奖金人民币10万元/名（奖杯、证书）；
二等奖，奖金人民币5万元/名（奖杯、证书）；
三等奖，奖金人民币3万元/名（奖杯、证书）；
优胜奖 （证书）。
四、赛程安排
项目征集报名：2023年3月-5月
海选：2023年6月
预赛：2023年7月
决赛及颁奖：2023年8月
五、政策支持
1. 参赛选手符合人才绿卡条件可按规定申报人才绿卡，享受我市人才政策。
2. 设立主导产业发展基金，总规模200亿。
3. 科技领军人才创业支持，经评审认定后最高给予1000万元创业启动资金。
4. 对经市科技局认定的顶尖人才，给予百万以上补贴。
5. 对掌握国家先进技术、生成重大项目并带动新兴产业的领军人才或团队，采取“一人一策、一事一议”给予最高1亿元资金支持。
6. 根据科研项目水平和重要性，对国家级外国专家，外国顶级高层次人才团队来石家庄创新创业和转化成果，给予百万以上补贴。

请报名者于2023年5月30日前填写附件中的报名表，与项目计划书、最高学位证书扫描件、护照扫描件一起发送到电子邮箱。
